he's dirty and only wear shorts, very thin, i bought him some bread once. he said "thank you" very polite and good english. but i have seen him having these fits sometimes, waving his hands all around and his head bobbing side to side. he has a condition. im sorry there is no one to take care of him. and i wonder why the philippines government doesnt have any programs to help these people.
